  The North Carolina Department of Administration is seeking applicants for an Engineering/ Architectural Supervisor for our State Construction Office in Design Review. This division is responsible for the administration of planning, design and construction of all state facilities, including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the capital improvement program for all state institutions and agencies.

  The SCO Design Review Section staff is composed of four review disciplines reflecting the major professional expertise required in building design – Architectural, Civil/ Structural, Mechanical, and Electrical – with licensed professionals in each discipline. One reviewer in each discipline is an experienced Engineering/ Architectural Supervisor at a higher pay grade. The SCO Design Review Section conducts a comprehensive review and technical evaluation of design drawings, specifications, and budget of each project submitted by contracted designers. Submittals occur at four phases of the design process – Advance Planning, Schematic Design, Design Development, and Construction Documents – depending on size, type and/ or complexity of the proposed project. Each submittal phase increases in complexity and completion. The SCO Design Review's statutory purpose is to approve for bidding all construction drawings and specifications prepared by private sector architects and engineers under State contract for the construction and/ or renovation of these facilities. The design reviews ensure that the design and construction are in accordance with appropriations, and consider economy in first costs, maintenance costs, materials, and type of construction prior to bidding. (GS 143-31.1) The review also includes compliance with all statutes governing the design, contracting, and construction of State and public buildings such as competitive plans and specifications, bidding procedures, licensing, bonds, insurance, building codes, environment, energy, life cycle cost analysis, Flood Plain verification, HUB participation, etc. (covers 20-30 Statutes).

  This position serves in the Design Review Section as Architect Supervisor for the Architect discipline. The position's primary purpose is to provide a written technical review and commentary on the Construction Documents submitted by licensed architects and engineers under contract with the State. A final submittal is later provided showing compliance with review comments and readiness to bid. This review addresses the Architectural design and details of the General Construction aspect of the submitted project. Review would include compliance with General Statutes related to the design, bidding, and construction of State/ public buildings. The review would include site layout, roads and parking, drainage, orientation, building spaces and circulation, building systems and finishes, and building materials used from the foundation to the roof. This review addresses compliance with the NC State Building Code, industry standards for best construction and engineering practices, NC General Statutes, SCO State Construction Manual, policies, and guidelines. The process includes general assistance for owners and designers in the Capital Improvement process and to provide for a successful project outcome. This position also participates in the designer selection process, field overhead inspections, conducts final occupancy inspections, and speaks in front of large audiences.

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  • Ability to effectively utilize time, skills and knowledge.
  • Experience in technical writing and written communication.
  • Experience in constructive and appropriate negotiations.
  • Experience in public speaking and giving oral presentations to small and large groups.
  • Experience with computer software and computer drawing packages.
  • Ability to maintain effective working relationships with officials, committees, and representatives of both private and public sectors, as well as a constructive and appropriate relationship with the construction community working on State projects.

ADDITIONAL EXPECTATIONS:

  • Ability to exert up to 50 pounds of force occasionally, and/ or up to 20 pounds of force frequently, and/ or up to 10 pounds of force constantly to move objects.
  • Work may be subject to environmental hazards.
  • The position may require working in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, sewage and water line pipes and other confined areas such as narrow aisles or passage ways.

MANAGEMENT PREFERENCES:

  • Bachelor's degree in Architecture and a minimum of 10 years' progressive professional and administrative experience in the practice of Architecture and Building Systems.
  • A minimum of 5 years' experiences in the design of varied building types should be a prerequisite. State Construction Office credibility within the design and construction industry requires that employee must be able to communicate on a similar or equal technical and experience basis with the professionals whose work he or she is reviewing and with higher officials in state government agencies and institutions for whom the designer may be employed. In many instances, the professionals and state officials will look to the employee in this position as a source of knowledge and experience.

NECESSARY REQUIREMENTS:

  • Valid NC Driver's License with acceptable driving record. Out of State Applicants must have valid Driver's License or acquire NC Driver's License within 60 days of hire. Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record.
  • Registration and current license as an Architect – Chapter 83A, NC General Statute.
  • Building Inspection Level III Certificate issued by the Department of Insurance (GS 143-151.13)

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Engineer supervisor: Bachelor's degree in the engineering discipline related to the area of assignment and two years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Architect supervisor: Bachelor's degree related to the area of assignment and two years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina board of landscape architects. All degrees must be received from appropriately accredited institutions. Note: this applies only to facility management jobs at the contributing level: graduation from a technical college with a major in construction management technology, architectural technology, mechanical engineering technology, civil engineering technology, building construction technology or other related technical degree and four years of progressive experience in industrial or facilities maintenance and/or construction work including some supervisory experience; or five years progressive experience in engineering related work including some supervisory experience; or an equivalent combination of education and experience.
